The Issue

The programme ‘Improved access to affordable, quality eye care services for people, with and without disabilities, in South-West region, Malawi and Karamoja region, Uganda’ ran from November 2020 to October 2023. While Sightavers has been working for decades to improve access to quality eye care for all, this programme was unique in that it has a focus on people with disabilities, women and nomadic pastoralists.

Tropical Health has been commissioned by Sightsavers on behalf of the programme donors to carry out an independent evaluation with a dual purpose of accountability and learning. The end-term evaluation will provide a summary of the programme performance against its set goals and targets at various levels of its results chain.

Our Approach

Tropical Health have employed a multi-disciplinary team with international and national expertise, and complementary experience in eye health service delivery, inclusive health, disability inclusion and gender mainstreaming. The evaluation will include a mix of qualitative and quantitative methods that will use retrospective inquiry to assess and explore performance and learning. The views of a range of key stakeholders will be gathered.

Our deliverables will include draft and final inception and evaluation reports and a PPT presentation covering the key evaluation findings. Other dissemination outputs will be agreed with Sightsavers during the inception phase.
